Explanation:

In 2009 and 2013 the State of Florida legislation (327.4108) regarding anchoring on the waterways changed drastically, from overnight/emergency only anchoring to unrestricted anchoring outside of the navigable channel. This relaxing of regulations has significantly increased the amount of boats anchoring in the North and South Lake areas over the past few years and increased the amount of derelict vessel removals city-wide.

 

In October of 2016 the Marine Advisory Board made recommendation to the Commission to have staff look into solutions to address the boat anchoring issues occurring in North and South Lake with emphasis on possible mooring field creation to assist with control.

 

Since then, representatives from the Department of Parks, Recreation and Cultural Arts Department has presented to the Lakes Civic Association, North Beach Civic Association, Kiwanis and Rotary Club to educate them on the process and seek input on the issues of anchoring in the lakes.

 

On May 22nd a community meeting on the anchoring issue was held at city hall to allow public input and discussion of the options to control anchoring.

At the end of the meeting a vote of the 60+ participants was taken and the results are as follows:

In favor of Moorings in North Lake-9

In favor of Moorings in South Lake-1

In favor of Recreation Zone in South Lake- 38

In favor of legislation for no anchoring in both lakes- 37

 

As a result of this meeting, staff is seeking city commission support for an amendment to the current State Statute 327.4108 to include both North and South Lake as no anchoring zones.
