Explanation:
The Department of Public Utilities Wastewater Treatment Plant, requires the purchase of various parts for the Reactor Feed Pump Number 2 as the unit is currently out of operation.
Reactor Feed Pump Number 2 supplies treatment process sludge and lime blended to the Schwing Bioset process reactor to complete the stabilization of our sludge to produce a fertilizer product.
On May 8, 2017, the Procurement Services Division posted Notice to Sole Source Number NTSS-010-17 to purchase Reactor Feed Pump Parts, issued an electronic notification to various vendors, and identified May 15, 2017, as the posting expiration date.
The Procurement Services Division received no inquiries or comments on the Notice to Sole Source Number NTSS-010-17, and Section 38.40(C)(3) of the City’s Purchasing Ordinance exempts sole-source supplies and services, such as unique, patented or franchised supplies or services, from the competitive bid requirements.
Schwing Bioset has supplied the required parts to the City of Hollywood in a satisfactory manner.
The funding for these repairs was included in the FY 2017 Capital Improvements Program that was approved via Resolution R-2016-285 and additional funds were made available by adoption of R-2016-291 which continued the appropriation for previously approved capital projects from FY 2016 to FY 2017 and these funds are available in account number 42.4000.85299.536.006302.
The Director of Public Utilities and the Director of Procurement & Contract Compliance recommend that the City Commission approve the issuance of the attached Purchase Order to Schwing Bioset for the purchase of Reactor Feed Pump Parts for an estimated annual amount of $73,428.27.
