Explanation:
The 2007/2008 Wastewater System Master Plan identified the extension of sanitary sewers to unsewered portions of the City as an overall goal, with emphasis placed on commercial/industrial areas and areas designated for redevelopment such as the State Road 7/US 441 Corridor.
The 2007/2008 Wastewater System Master Plan also identified the proposed restoration and widening of State Road 7/US 441 Corridor by FDOT as an opportunity to install a sewage collection system along the corridor and to implement necessary upgrades to the existing water distribution system.
On July 16, 2014, via Resolution R-2014-219, the City Commission approved a proposal from AECOM, in the amount of $264,957.00, to provide professional engineering services related to the design, permitting, bidding and construction services for the State Road 7 Lift Stations W-12, W-13, W-23 and W-24.
On April 5, 2017, via Resolution R-2017-093 the City awarded the construction services to Southeastern Engineering Contractors, Inc. in the amount of $3,007,950.00.
The Department of Public Utilities finds it necessary to install flowmeters on all new sewer lift stations.
The flowmeters were not included in the original design of the State Road 7 Lift Stations W-12, W-13, W-23, and W-24 project.
The City requested a proposal from AECOM to provide Professional Engineering Services for the design and construction services related to installation of four new flowmeters for the State Road 7 Lift Stations W-12, W-13, W-23, and W-24 project.
AECOM, formerly Metcalf and Eddy, Inc., and the City of Hollywood have a Professional Services Agreement for General Engineering Consulting Services for Water, Wastewater, and Stormwater Infrastructure projects, and this agreement was approved by the City Commission by Resolution R-2003-003 on January 8, 2003; amended by the City Commission via Resolution No. R-2012-152 on June 6, 2012; renewed by the City Commission via Resolution No. R-2013-110 on May 1, 2013; renewed by the City commission via Resolution No. R-2015-068 on April 1, 2015; and this agreement has a provision for insurance and indemnification that meets the City’s requirements and gives the City the right to terminate for convenience.
The Administration recommends that the City Commission authorize the appropriate City Officials to execute the attached Amendment No. 1 to Authorization to Proceed for Work Order No. AEC 14-02 between AECOM and the City of Hollywood for Professional Engineering Services related to design and construction services for installation of four new flowmeters for the State Road 7 Lift Stations W-12, W-13, W-23, and W-24 project, in a lump sum amount of $19,872.00.
Funding has been provided via Resolution No. R-2015-291 which continued the appropriation for previously approved capital projects from FY 2016 to FY 2017.
