Explanation:

The 2007 Water System Master Plan identified the need to replace aging infrastructure throughout the City of Hollywood and to install additional infrastructure to improve the level of service within the City’s water system.

                                          

The City-wide Water Main Replacement Program identified the need to replace old water distribution infrastructure and install 4-inch diameter through 12-inch diameter water mains within the area bounded by Sheridan Street, Davie Road Extension, Allen Street and N. 71st Avenue and between N. 64th Avenue, N. 69th Avenue from Charleston Street and North City Limits.

 

On January 20, 2016, via Resolution R-2016-013, the City Commission approved a proposal from Craven Thompson and Associates, Inc., in the amount of $975,300.87, to provide design services, permitting services, bidding recommendation services, and limited construction services for the Water Main Replacement Program within the area bounded by Sheridan Street, Davie Road Extension, Allen Street and N. 71st Avenue and between N. 64th Avenue, N. 69th Avenue from Charleston Street and North City Limits.

 

Broward County Public Works Department plans to begin the reconstruction of Davie Road Extension in January 2018.

 

In order to meet the County’s schedule, as the City requested, Craven Thompson and Associates, Inc. expedited the design, permitting, and bidding of the Davie Road Extension portion only.

 

On March 7, 2017, the Department of Public Utilities staff advertised only the Davie Road Extension portion soliciting for qualified construction services, and on April 11, 2017, thirteen (13) bid proposals were received at the Office of the City Clerk and were publicly opened at the City of Hollywood Southern Regional Wastewater Plant with the following results:

After thoroughly evaluating the bid proposals for compliance with the contract documents, Craven Thompson and Associates, Inc. staff determined that the low bidder GPE Engineering and General Contractor Corp. is the lowest responsive, responsible bidder.

 

A Notice of Intent to Award related to the project was posted in the City of Hollywood web site and DemandStar on April 20, 2017 and resulted in no bid protests.

 

The Department of Public Utilities staff recommends that the City Commission authorize the appropriate City Officials to execute the attached contract between GPE Engineering and General Contractor Corp. and the City of Hollywood in the amount of $1,364,129.67 for construction services related to the water main replacement program (Davie Road Extension).

 

A portion of the funding for the water main portion of the project was included in the FY 2017 Capital Improvements Program that was approved via Resolution R-2016-285.

 

A portion of the funding for the water main portion of the project has been provided via Resolution No. R-2016-291 which continued the appropriation for previously approved capital projects from FY2016 to FY2017.

 

Funding is available in account number 42.4000.76663.536.266301.

 

The estimated time for completion of construction is 90 calendar days from the Notice to Proceed date.
