Explanation:
The Department of Public Utilities requires an agreement with a qualified contractor to perform wellhead maintenance.
The required wellhead maintenance services were competitively bid by the City of Sunrise, Florida.
The City of Sunrise, Florida’s Bid Number 12 (34) 12-16-08-22-H was opened on August 22, 2012 and was awarded to the lowest responsive, responsible bidder, Aquifer Maintenance & Performance Systems, Inc. on September 12, 2012 for a three (3) year initial term with the option to renew for three (3) additional one (1) year periods.
The City of Sunrise, Florida exercised the first one (1) year renewal period on September 16, 2015 providing a new expiration date of October 2, 2016.
The City of Sunrise, Florida exercised the second one (1) year renewal period on August 31, 2016 providing a new expiration date of October 2, 2017.
Aquifer Maintenance & Performance Systems, Inc. has provided similar services to the City of Hollywood in the past in a satisfactory manner.
The Director of Public Utilities and the Director of Procurement & Contract Compliance recommend that the City Commission approve the issuance of the attached Blanket Purchase Order agreement for wellhead maintenance services to Aquifer Maintenance & Performance Systems, Inc. in an estimated annual amount of $103,700.00.
Award is subject to the City’s receipt and approval of all insurance certificates required by the City’s Risk Manager.
Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.
Funding has been provided in the fiscal year 2017 budget in the Public Utilities Department’s Account Numbers 42.4000.75392.536.005224, 42.4011.00000.536.003117, 42.4011.00762.536.004633 and 42.4011.00762.536.003117
and will be budgeted in subsequent fiscal years.
