Explanation:
The Department of Public Utilities requested the issuance of a solicitation for structural modifications to existing wellheads.
The successful bidder must measure, design, fabricate and install new well heads to fit existing Biscayne wells located in the City of Hollywood, Florida.
On January 12, 2017 bid number F-4540-17-RL was posted on BidSync and 4,020 potential suppliers were notified.
On January 18, 2017 a non-mandatory pre-proposal conference was held which resulted in the attendance of one (1) non-City of Hollywood employees.
All questions pertaining to F-4540-17-RL were due on January 19, 2017 at 5:00 pm and nine (9) formal questions were received and answered.
On January 25, 2017 Procurement Services emailed twenty-one (21) potential bidders reminding them of project due dates.
F-4540-17-RL was opened at 3:00 pm on February 7, 2017 and resulted in responses from four (4) bidders:
Florida Design Drilling Corp.
A.C. Shultes of Florida, Inc.
The Awning Factory
Southeast Drilling Services
The Awning Factory and Southeast Drilling Services submitted No-Bid Responses.
Section 38.42(D)(5) of the City’s Purchasing Code states when any goods, supplies, materials or contractual services shall be purchased and the estimated annual amount to be paid therefore by the City shall be more than $50,000, the Director shall have the authority to recommend to the Manager for City Commission action the rejection of all bids, parts of all bids or al bids for any one or more supplies or contractual services included in the proposed contract when the public interest will be served thereby.
The bid results were as follows:
Florida Design Drilling Corp. - $238,000.00
A.C. Shultes of Florida, Inc. - $268,450.00
The Awning Factory - No-Bid
Southeast Drilling Services - No-Bid
The Director of Public Utilities and the Director of Procurement & Contract Compliance recommend that the City Commission reject all bids received for F-4540-17-RL as the bid pricing exceeded the expected project costs and the allocated budget.
Once the City Commission rejects all bids, Procurement staff can move forward and terminate the cone of silence that is currently still in place.
