Staff Recommends: The Approval of the Attached Resolution.

 

 

Explanation:

There is a need to replace/rehabilitate Lift Station E-6 16” Cast Iron force main along South 14th Avenue between Funston Street and Washington Street.

 

The Department of Public Utilities staff evaluated different methods of construction for this project that would minimize the inconvenience to the residents.

 

The Department of Public Utilities staff determined that pipe bursting is the best method of construction for this particular project.

 

The Department of Public Utilities staff wishes to piggy back Murphy Pipeline Contractors, Inc’s contract for similar project.

 

The required services were competitively solicited by the State of Texas Education Agency (Region 19).

 

On November 23, 2012, the State of Texas Education Agency (Region 19), as lead agency for the Allied States Cooperative Purchasing Group, approved and authorized the award of RFP Number 13-6903 for Trenchless Technology Rehabilitation and Related Items and Services to Murphy Pipeline Contractors, Inc. for an initial one (1) year term, effective December 14, 2012, with four (4) one (1) year renewal options.

 

On November 7, 2016, the State of Texas Education Agency (Region 19) approved the fourth and final renewal period providing a new expiration date of December 31, 2017.

 

The Director of Public Utilities and the Director of Procurement & Contract Compliance recommend that the City Commission approve the issuance of a purchase order to Murphy Pipeline Contractors, Inc. in an estimated amount of $92,501.64.

 

Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.

 

Award is subject to the City’s receipt and approval of all insurance certificates required by the City’s Risk Manager.

 

Funding for the Continue Gravity System Condition Assessment and Renewal/Replacement (Level 2) was included in the FY 2017 Capital Improvement Program that was approved via Resolution R-2016-285; and

 

Funding for this service has been provided in the FY 2017 budget in the Department of Public Utilities Budget Account Number 42.4000.86873.536.006301.
