Explanation:

The two (2) existing Deep Injection Wells were placed in service in 2002 and are currently serving as the primary disposal method at the City of Hollywood - Southern Regional Wastewater Treatment Plant (SRWWTP) under FDEP Permit Number 156419-005-UO issued on September 28, 2012.                     

 

The FDEP Permit Number 156419-005-UO for the operation of the two existing Deep Injection Wells will expire on September 27, 2017 and operating permit renewal application needs to be prepared and submitted before the expiration date.

 

WWTP Operation staff noticed some level of back pressure increase in the two Deep Injection Wells after 15 years of continuous operation and suggested well casing cleaning be conducted under the ongoing Deep Injection Well Mechanical Integrity Testing (MIT) project.

 

Hazen and Sawyer, P.C. was authorized via the Authorization to Proceed for Work Order No. 17-01 on November 17, 2016 for an amount not to exceed $39,730.00 to provide professional engineering services related to design, bidding, and construction services for Deep Injection Well MIT project.

 

The City requested a proposal from Hazen and Sawyer, P.C. to provide Professional Engineering Services for the design and construction services related to well casing cleaning and operational permit renewal with FDEP for the two Deep Injection Wells.

 

Hazen and Sawyer, P.C. and the City of Hollywood have a Professional Services Agreement for General Engineering Consulting Services for wastewater projects, and this agreement was approved by the City Commission via Resolution No. R-2003-003 on January 8, 2003; amended by the City Commission via Resolution No. R-2012-152 on June 6, 2012; renewed by the City Commission via Resolution No. R-2013-110 on May 1, 2013; renewed by the City Commission via Resolution No. R-2015-068 on April 1, 2015; and this agreement has a provision for insurance and indemnification that meets the City’s requirements and gives the City the right to terminate for convenience.

 

The Administration recommends that the City Commission authorize the appropriate City Officials to execute the attached Amendment No. 1 to Authorization to Proceed for Work Order No. H&S 17-01 between Hazen and Sawyer P.C., and the City of Hollywood for Professional Engineering Services related to design, bidding and construction services for the well casing cleaning and operational permit renewal with FDEP for the two Deep Injection Wells project, located at the Southern Regional Wastewater Treatment Plant, in an amount not to exceed $69,404.00.

 

Funding for the cleaning and operational permit renewal with FDEP for the two Deep Injection Wells was included in the in the FY 2017 Capital Improvements Program that was approved via Resolution R-2016-285.

 

Funding is available in account number 42.4000.85859.536.005224.

 

It is estimated that the time period to complete this work is two (2) months.
