Explanation:
The Public Works Department, Fleet Division, on behalf of the Department of Public Utilities requires the purchase of one (1) 2017 Ford F-550 4x2 Truck with a Crane Body and a 5,000 lb. Crane to replace a vehicle that has reached or surpassed its life expectancy and road worthiness by age, mileage and wear and can no longer be relied upon to perform at required operational levels.
The requested vehicle was competitively bid through the Florida Sheriff’s Association, pursuant to Bid Number FSA16-VEL14.0 for the use and reliance of government entities within the State of Florida.
The Southern Region’s awarded vendor, Palmetto Ford Truck Sales, Inc. of Miami, Florida was contacted regarding availability and the vendor advised City staff that they can provide the one (1) 2017 Ford F-550 4x2 Truck with a Crane Body and a 5,000 lb. Crane as needed by the City.
Palmetto Ford has agreed to provide this vehicle as listed in the Florida Sheriff’s Association Bid Number FSA16-VEL14.0 to the City under similar pricing, terms and conditions.
Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.
Certain routine and periodic budgetary adjustments, transfers and appropriations continue to be appropriate and necessary to ensure prudent financial management during the fiscal year.
The Fiscal Year 2017 Operating Budget was adopted and approved by the City Commission pursuant to Resolution R-2016-284 at the 2nd public budget hearing on September 28, 2016; and subsequently amended.
The Resolution seeks to transfer funds for the purchase of Public Utility vehicles as detailed in Exhibits 1 and 2.
The Director of Public Utilities, the Director of Public Works and the Director of Procurement and Contract Compliance recommend that the City Commission approve the issuance of a Purchase Order between Palmetto Ford Truck Sales, Inc. of Miami, Florida for the purchase of one (1) 2017 Ford F-550 4x2 Truck with a Crane Body and a 5,000 lb. Crane for a total expenditure of $89,189.00.
