Explanation:

The Information Technology (IT) Department, on behalf of the Department of Public Utilities, requires the purchase of Microsoft SQL and Datacenter licenses for server protection for the water billing servers.

 

The Microsoft SQL Always On licenses will provide for a highly available Microsoft database system providing replication for the water billing data, and the Microsoft datacenter server operating system licenses will allow the City to virtualize the water billing systems allowing for a greater frequency of replication, backups and restores, of the City’s water billing server application infrastructure.

 

The State of Florida, Department of Management Services awarded its contract for Microsoft Premier Support and Consulting Services (Microsoft Licenses) to SHI International, Corporation via Contract Number 43230000-15-02.

 

Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.

 

The Director of Information Technology, the Director of Public Utilities and the Director of Procurement and Contract Compliance recommend that the City Commission award the attached Purchase Order to SHI International Corporation for the purchase of Microsoft licenses in an amount not to exceed $88,564.00.

 

Funding is available in the Comp Soft-Utility Billing System R13115 Account Number 42.4000.90716.536.006442.
