Explanation:

The Broward County Metropolitan Planning Organization (Broward MPO), the Florida Department of Transportation (FDOT), and the City of Hollywood are committed to improving alternative modes of transportation and support Complete Streets Corridors providing safe choices to pedestrians, cyclists, transit riders and motorists. Broward MPO has allocated funds for the reconstruction of Johnson Street from east of 31st Avenue to N. 8th Avenue as part of it Transportation Mobility initiative; the Broward MPO funding is for the design and construction of the project which is currently estimated at $13M.

 

The Broward MPO and FDOT require the City to fund the right of way acquisitions estimated to cost six ($6M) Million dollars to develop this Complete Streets project, and to minimize acquisition costs and property impacts the existing 40’ foot segment from 28th Avenue to 22nd Avenue will be developed as a 42’ foot cross section with Sharrow Bike Lanes.

 

In order to start design and property acquisition, FDOT and the Broward MPO require the City to fund over a three year period the cost of the right of way acquisition, leading to the 2021 construction start date.

 

The right of way acquisition will be managed by the FDOT rights of way office. The attached Locally Funded Agreement is for the professional services phase of the program, estimated to cost $319,453.00.  FDOT requires prepayment into an escrow account for the City’s portion of the work; additional Locally Funded Agreements will be presented prior to payment due date for the actual right of way taking in accordance with the approved funding schedule.

 

On October 5, 2016 the City Commission adopted R-2016-291 which continued the appropriation for previously approved Capital Projects from FY 16 to FY 17 and included funding for the Johnson Street Complete Streets Project; funding is available in account number 34.1416.16523.541.003121.
