Explanation:
The Parking Division requires an agreement with a qualified firm to provide and maintain a complete parking citation issuance and collection processing program that supports the use of pay-by-plate multi-space parking meters and sales of residential parking permits with an option to add the License Plate Recognition LPR) System.

On September 1, 2016, Notice of Bid Availability for RFP-4532-16-JE was posted on the City's Website, advertised and sent to 6577 firms and viewed by 75 vendors on Bidsync.com in accordance with Section 38.42(A)(1) of the City's Purchasing Ordinance.

RFP-4532-16-JE was opened at 3:00 P.M. on October 6, 2016, and resulted in a response from ten (10) firms as follows:

* Data Ticket, Inc. Newport Beach, California

The evaluation of the proposals was based on the criteria as established in the RFP: Project approach, Experience and Qualifications, Financial Stability and Capability/Reference, Responses to Exhibits, Cost of Systems and Local Preference.
