Staff Recommends: Approval of the attached Resolution

 

 

Explanation:

There is a need to install four (4) Salinity Monitoring Wells in the City of Hollywood for the purpose of monitoring salt water intrusion.

 

Department of Public Utilities staff prepared the related contract technical specifications, advertised for construction services, and, on December 20, 2016, two (2) bid proposals were received at the Office of the City Clerk and were publicly opened at the City of Hollywood Southern Regional Wastewater Treatment Plant with the following results:

After reviewing the bid proposals the City decided to accept Bid Alternate 1 and add it to the base bid.

 

The City will be collaborating with Broward County on the installation of the well in Bid Alternate 1 and expects approval and execution of an Interlocal Agreement between the City and County in the near future for the reimbursement from the County of the cost of the monitoring well in Bid Alternate 1.

 

After thoroughly evaluating the bid proposals for compliance with the bid documents Department of Public Utilities staff determined that the lowest bidder, GFA International, Inc. is the lowest responsible and responsive bidder.

 

A Notice of Intent to Award related to the project was posted in the City of Hollywood Website, in Demand Star, and sent via email on February 16, 2017 to all bidders and resulted in no bid protests.

 

The Administration recommends that the City Commission authorize the appropriate City Officials to execute the attached contract between GFA International, Inc. and the City of Hollywood for the Salinity Monitoring Wells project together with such nonmaterial changes as may be subsequently agreed to by the City Manager and approved as to form and legality by the City Attorney, in the amount of $198,328.00.

 

It is necessary to amend the approved Fiscal Year 2017 Capital Improvement Program as set forth in Exhibit A.

 

The estimated time for construction is 150 calendar days from the Notice to Proceed date.
