Explanation:
The CRA is seeking the services of a consultant(s) to provide coastal engineering services that are required to implement future projects in an expeditious fashion. The services to be provided will include, but not be limited to, sea level rise, regulatory permitting, beach nourishment, intracoastal docking facilities, A1A linear park, beach dunes, sea walls, and marine turtle lighting.
To accomplish this, the CRA followed the procedures established in the Florida Statutes, Section 287.055, Consultants’ Competitive Negotiation Act, to procure services from such consulting firms and in accordance with said statute, issued a Request for Qualifications (RFQ) for Professional Services from coastal engineering services consulting firms.
Statements of Qualifications were received from six (6) firms which were reviewed by an Evaluation Committee, comprised of in-house professionals, more specifically; two (2) Directors, one (1) Assistant Director, one (1) Senior Project Manager and two (2) Professional Engineers. Upon review of the Statements of Qualifications, the firms were ranked based upon specific selection criteria and oral interviews were conducted with the following (5) highest ranked firms:
1. Applied Technology and Management, Inc.
2. Moffatt & Nichol.
3. CBI Environmental Infrastructure, Inc.
4. GBA Engineers & Surveyors.
5. Coastal Systems International, Inc
It is the recommendation of the Evaluation Committee to rank the five (5) firms in the following order for consideration on a rotating as needed basis:
1. Applied Technology and Management, Inc.
2. Moffatt & Nichol.
3. CBI Environmental Infrastructure, Inc.
4. GBA Engineers & Surveyors.
5. Coastal Systems International, Inc
The RFQ called for the top three (3) ranked firms to be selected to provide consulting services on a rotating basis however, it is the desire of the CRA to work with all five (5) firms, as they provide a wide range of services that complement one another.
The consulting services will be requested on an “as needed - when needed” basis and the initial term of the continuing contracts will be five (5) years with the right to renew the contracts for two (2) subsequent one-year terms based on satisfactory performance and mutual agreement. The cumulative amount of fees to be paid for services provided by each consultant under each continuing contract shall not exceed $1,000,000.00.
Funding is available in the FY 2017 budget in account number 66.0186.00180.552.003130 - Consulting Services (Plan/Arch/Eng), to be utilized for this purpose and will be provided in subsequent fiscal years.
