Explanation:
In the fall of 2013 Walker Restoration Consultants did an inspection and condition appraisal on each of the three City-operated parking garages (Radius, Van Buren and Garfield). Each garage has unique issues based on their design and construction. A final Condition Appraisal Report was presented to City staff in January 2014. The Radius Garage is a six story post-tension slab garage with poured in place concrete beams and columns. The structure has minimal waterproofing measures in place to protect critical members over time. Drainage on the roof level is poor and subsequent efforts to improve the drainage have been ineffective.
Because the City has multiple buildings and other facilities which it needs to maintain on a regular basis, and the expertise of professional structural engineers is sometimes required, the Department of Public Works solicited a Request for Qualifications (RFQ) to create a pool of engineering firms. On July 16, 2014, through Resolution R-2014-225, the City Commission authorized the negotiation and execution of contracts with the three highest ranked firms, one of which was Lakdas/Yohalem Engineering Inc.
On February 26, 2016 Lakdas/Yohalem Engineering prepared for the city the "Radius Parking Garage - Structural Condition Report" which outlined significant structural issues with the garage.
