Explanation:

The alley located between 22nd and 26th Avenues, between Hollywood Boulevard and Van Buren Street routinely experiences significant flood after regular rain events.

 

The flood conditions persist for more than two days, making it difficult for residents and business to access their offices and parking lots located in this alley.

 

In an effort to mitigate this condition, the Department of Public Utilities staff determined that the best and most reasonable course of action is to install a drainage system for the alley.

 

The Department of Public Utilities staff prepared the project scope, technical specifications, and construction documents.

 

On December 8, 2016, the Department of Public Utilities staff advertised the project soliciting qualified construction services, and on January 10, 2017, five (5) bid proposals were received at the Office of the City Clerk and were publicly opened at the City of Hollywood Southern Regional Wastewater Treatment Plant with the following results

After thoroughly evaluating the bid proposals for compliance with the contract documents, the Department of Public Utilities staff determined that Sun Up Enterprises, Inc. is the lowest responsible and responsive bidder.

 

A Notice of Intent to Award related to the project was posted on the City of Hollywood website and DemandStar on January 11, 2017 resulted in no apparent bid protestors.

 

The Department of Public Utilities staff recommends that the City Commission authorize the appropriate City Officials to execute the attached contract between Sun Up Enterprises, Inc. and the City of Hollywood, together with such nonmaterial changes as may be subsequently agreed to by the City Manager and approved as to form and legality by the City Attorney, in the exceed amount of $359,010.00.

 

It is necessary to amend the approved FY2017 Capital Improvements Program and allocate funding in the amount of $359,010.00 for the South 24th Avenue Alley Drainage Improvements as set forth in Exhibit A, attached.

 

The estimated construction time for this project is five (5) months from the Notice to Proceed date.
