Explanation:

The Department of Information Technology desires to purchase a Security Information and Event Management (SIEM) Solution.

 

On July 6, 2016, the City Commission passed and adopted Resolution Number R-2016-201, authorizing the use of Urban Area Security Initiative (UASI) grant funds in the approximate amount of $122,225.00 from the Department of Homeland Security to enhance public safety and emergency management UASI approved projects, training and equipment.

 

A SIEM tool is utilized to provide real-time analysis of security alerts generated by network hardware and applications by collecting logs and events into a common and centralized platform and allows a trend analysis and automated reporting for auditing compliance.

 

The Department of Information Technology is proactively putting in place a SIEM tool to manage and monitor network security as threats and attempts of cyberattacks on both public and private institutions have increased and without a proactive tool in place, cyberattack attempts are not visible unless systems are physically monitored 24 hours a day.

 

The AlienVault SIEM Solution is available through SHI Corporation pursuant to the NASPO ValuePoint Contract, Number ADSPO16-130651, which was procured by competitive bid.

 

SHI Corporation has agreed to provide the AlienVault SIEM Solution to the City of Hollywood for the same pricing, terms and conditions.

 

Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.

 

The funding for the UASI 2015, Grant FY17 Equipment-Cyber Security Enhancements will be made available in Account Number 13.2000.20238.521.016453 upon the adoption and approval by the City Commission of a companion Resolution which amends the FY 2017 Operating Budget.

The Director of Information Technology, Chief of Police and the Director of Procurement & Contract Compliance recommend that the City Commission approve the issuance of the attached Purchase Order for the purchase of the AlienVault SIEM Solution to include four (4) years of maintenance from SHI Corporation of Somerset, New Jersey in the amount not to exceed $85,000.00.
