Explanation:
The Department of Public Works and the Beach Community Redevelopment Agency Determined that the landscape in the medians along A1A between Bougainvilla Terrace and Harrison Street needs to be replaced. This is because of past hurricane damage, salt water intrusion and regular shrub replacement. The CRA requested that the palm replacements be upgraded to enhance the appearance of the medians. Specifications and details to replace the trees and landscape material were prepared by City staff and the Notice to Bidders was issued online via BidSync on December 11, 2016.The documents and specifications were viewed by forty-three (43) vendors and twelve (12) of those vendors downloaded the Project Manual and specifications. Five (5) bids were received and publicly opened on January 11, 2017 and one (1) bid was rejected as not complete and excluding the base bid items for MOT (Maintenance of Traffic) and irrigation repairs. City staff reviewed all four (4) bids and determined that the low bid submitted by VisualScape Inc. to be responsive and responsible and recommend the award of this Contract in the amount of $65,000.00. The Community Redevelopment Agency (CRA) will be reimbursing the City in the amount of $43,996.00 for enhancements and upgrades to the landscaping.

Funding for the City's portion of the work will require an amendment to the approved FY 2017 Capital Improvement Program as set forth in Exhibit A, attached; with successful consideration of award, construction is scheduled to start in March 2017 with c...
