Explanation:
The Police Department desires to contract with a qualified towing company to provide City-wide towing services for the removal and storage of vehicles that are creating a traffic hazard, either by being abandoned, disabled or being involved in a traffic accident or for non-consensual removal of vehicles from public streets and areas within the City.

On October 12, 2016, Notices of Availability for RFP-4530-16-JE was posted on the City's Website, advertised and sent to 1112 firms and viewed by 22 vendors on Bidsync.com in accordance with the City's Purchasing Ordinance, Section 38.42(A)(1).

RFP-4530-16-JE was opened at 3:00 p.m., Thursday, November 3, 2016, and resulted in responses from three (3) firms as follows:

* A Superior Towing Davie, Florida
* EMS Towing, Inc. Fort Lauderdale, Florida
* Mac's Towing Services, Inc. Dania Beach, Florida

The evaluation of the proposals was based on the criteria as established in the RFP: Proposer's Facilities and Equipment Within the Geographic Boundaries, Proposer's Experience in Towing Business with Established and Satisfactory Record of Performance Within the Past Five (5) Years, Proposer's Previous Towing Experience with City, and Franchise Fee to be Paid to the City.

The proposal was evaluated by a three (3) member committee consisting of the Assistant City Attorney, a Police Sergeant and the Police Major.

On December 22, 2016, the Evaluation Committee met to evaluate all proposals received and ranked the proposals as follows:
