Explanation:

The City of Hollywood is required to transport biosolids from the South Regional Wastewater Treatment Plant (SRWWTP) to approved disposal sites in accordance with our FDEP permit.

 

On March 17, 2004, the City Commission passed and adopted Resolution Number R-2004-90 which authorized the negotiation and execution of an agreement with Schwing Bioset Technologies, Inc. (Schwing) for removal and disposal of waste activated biosolids.

 

On July 22, 2004, Schwing and the City of Hollywood, Florida entered into a Biosolids Hauling Agreement requiring Schwing to provide biosolids hauling and disposal services to the City.

 

The initial term of the Agreement was for five (5) years and included the option to renew for three (3) additional five (5) year periods based on the mutual agreement of the parties.

 

On December 31, 2004 Schwing assigned all of its rights, title and interest in the Agreement to Biosolids Distribution Services, LLC (BDS).

 

On February 3, 2010, the City Commission authorized a first amendment to the agreement via Resolution Number R-2010-024, which renewed the Agreement with BDS for the first five (5) year renewal period and amended certain provisions.

 

On January 21, 2015, the City Commission authorized the second renewal option of the agreement via Resolution Number R-2015-016, which renewed the agreement with BDS for the second five (5) year renewal period and provided a new expiration date of February 14, 2020.

 

BDS has supplied the required services to the City of Hollywood in a satisfactory manner.

Due to increased solid waste from maintenance activities at the SRWWTP and other factors, additional tons of biosolids are being processed and transported than from previous years.

 

An additional 8,500 tons of biosolids is estimated to be transported at a cost of approximately $250,000.00.

 

This additional cost will increase Blanket Purchase Order B001579 from $1,300,000.00 annually to $1,550,000.00 annually.

 

The Director of Public Utilities and the Director of Procurement & Contract Compliance recommend that the City Commission provide approval to increase the amount of the attached Blanket Purchase Order B001579 to Biosolids Distribution Services, LLC for an estimated annual expenditure of $1,550,000.00 for the remainder of the contract term.

 

Funding for the attached blanket purchase order has been provided for in the fiscal year 2017 budget in the Department of Public Utilities Waste Disposal Account Number 42.4041.00000.536.004360 and will be budgeted in subsequent years.
