Explanation:

The City has utilized Verizon Wireless Services since 2004 primarily servicing the Police and Fire departments. The last renewal was on December 2014 and is due to expire January 19, 2017. The City is requesting an extension of the Verizon Contract, DMS-10/11-008C, a State of Florida contract which was renewed by the State in February of 2016 in a seventh amendment and now set to expire on January, 2022 providing continuity for existing Verizon devices. Current costs for the City's 515 devices are $236,416.00, 461 of these devices are air cards and used primarily for data connectivity over LTE networks. AT&T, Verizon, and Sprint were compared for costs, and network coverage. AT&T was cheaper by $1.06 per device per month, but did not provide comparable network coverage. Sprint was $.01 cheaper than Verizon, but the inadequate coverage and the minimal cost savings over five years of $280.00 was not worth the effort of switching carriers. In addition, the State contract was compared to competing contracts (NASPO/WSCA vs DMS) and the current contract was found to be more cost effective, cheaper by approximately $4.00 per device per month. So the recommendation is to keep and extend the current contract by 5 years and maintain the needed level of network coverage provided to the City.
