Explanation:

The 2007 Water System Master Plan identified the need to replace aging infrastructure throughout the City of Hollywood and to install additional infrastructure to improve the level of service within the City’s water system.

 

As part of the City-wide Water Main Replacement Program, existing water distribution infrastructure will be replaced and 4-inch, 8-inch, and 12-inch diameter water mains within the area surrounded by Johnson Street and Taft Street will be installed from North 76th Terrace to North 66th Avenue.

 

In conjunction with the water main replacement project, a new reuse pipe will be installed along Johnson Street from North 66th Avenue to North 72nd Avenue and along North 72nd Avenue from Johnson Street and Taft Street for future expansion of the reuse system and a force main connection at Taft Street.

 

On October 15, 2014, via Resolution R-2014-306, the City Commission approved a proposal from EAC Consulting, Inc., in the amount of $812,033.00, to provide design services, permitting services, bidding recommendation services, and limited construction services for the Water Main Replacement Program within the area bounded by Johnson Street and Taft Street and from North 76th Terrace to North 66th Avenue.

 

On June 2, 2016, the Department of Public Utilities staff advertised the project soliciting for qualified construction services, and July 15, 2016, six (6) bid proposals were received at the Office of the City Clerk and were publicly opened at the City of Hollywood Southern Regional Wastewater Plant with the following results:

After thoroughly evaluating the bid proposals for compliance with the contract documents, EAC Consulting, Inc. staff determined that the low bidder Layne Heavy Civil, Inc. is the lowest responsive, responsible bidder.

 

A Notice of Intent to Award related to the project was posted in the City of Hollywood web site and DemandStar on September 28, 2016 and resulted in no bid protests.

 

The Department of Public Utilities staff recommends that the City Commission authorize the appropriate City Officials to execute the attached contract between Layne Heavy Civil, Inc. and the City of Hollywood in the amount of $13,485,320.00 for construction services related to the water main replacement for the area surrounded by Johnson Street and Taft Street from North 76th Terrace to North 66th Avenue.

 

A portion of the funding for the water main portion of the project was included in the FY 2017 Capital Improvement Program that was approved via Resolution R-2016-285.  Additional funds were made available by adoption of R2016-291 which continued the appropriation for previously approved capital projects from FY2016 to FY2017.   These funds in amount of $12,585,548.50 are available in account number 42.4000.76663.536.196301.

A portion of the funding for the project is available from Water Reserve Capacity in the amount of $546,421.50 to be made available in account number 42.4000.70663.536.196301.

It is necessary to amend the approved FY2017 Capital Improvements Program and allocate funding in the amount of $353,350.00 for the construction of the reuse line and the sewer force main as set forth in Exhibit A, attached.

                   

The estimated time for completion of construction is 730 calendar days from the Notice to Proceed date.
