Explanation:

Engineering services are required on demand to assist the Department of Public Utilities with ongoing  regulatory  compliance  activities  with  the  Florida  Department  of  Environmental Protection (FDEP), Broward County, and in general, with legislative, regulatory, permitting, and contractual issues, as well as to provide administrative assistance to the Department of Public Utilities.

 

While some of the tasks can be defined, the majority of the specific tasks (and related level of effort) cannot be clearly defined in advance.

 

The following are ongoing issues and tasks for which engineering services are required, are likely to be required, and are similar to other issues which may be incurred and for which engineering services may be required:

 

 

                     Regulatory Compliance:

o Permit modifications and/or renewals

o Consent Orders and/or amendments

o Proactive participation in development of new regulations

o Technical evaluations and reports to address regulatory issues

 

                     Large User Agreement Issues:

o Assistance with engineering aspects of dispute resolution

o Presentations and project status reports

 

                     Administrative Assistance:

o Evaluation of new technologies

o Periodic reassessment of upgrade and uprate programs

o Preparation of technical letters, reports, and presentation material

 

Hazen and Sawyer, P.C. and the City of Hollywood have a Professional Services Agreement for General Engineering Consulting Services for wastewater projects, and this agreement was approved by the City Commission via Resolution No. R-2003-003 on January 8, 2003; amended by the City Commission via Resolution No. R-2012-152 on June 6, 2012; renewed by the City Commission via Resolution No. R-2013-110 on May 1, 2013; renewed by the City Commission via Resolution No. R-2015-068 on April 1, 2015; and this agreement has a provision for insurance and indemnification that meets the City’s requirements and gives the City the right to terminate for convenience.

 

WHEREAS, the Administration recommends that the City Commission authorize the appropriate City Officials to execute the attached Authorization to Proceed for Work Order H&S 17-02 between Hazen and Sawyer, P.C. and the City of Hollywood, together with such nonmaterial changes as may be subsequently agreed to by the City Manager and approved as to form and legality by the City Attorney, on an as-needed basis and for an amount not to exceed $100,000.00.

 

Funding for the miscellaneous professional engineering and administrative services has been provided via Resolution No. R-2016-291 which continued the appropriation for previously approved capital projects from FY2016 to FY2017.

 

Funding for the miscellaneous professional engineering and administrative services is available in account number 42.4000.85860.536.003130.

 

The miscellaneous professional engineering and administrative services will be provided on an as-needed basis.
