Explanation:

US1 (A.K.A Federal Highway) is under the jurisdiction of the Florida Department of Transportation (FDOT), within Young Circle that includes the parking areas and sidewalks serving several restaurants with Sidewalk Café Table permits and one restaurant where a valet service operates using four on street parking spaces under a permit from the City.

 

The City and FDOT have executed a Lease Agreement, for the area covered under the sidewalk café permits and on street valet parking spaces. FDOT has requested the Lease Agreement be amended to allow for collection of annual rent in the amount of $3 per square foot, based on Certificate of value dated October 22, 2015, prepared by a Certified Appraiser employed by FDOT for the Young Circle right-of-way.

 

The current rate of $150.00 annually per Café Table permit was established in 1988, and revised in 2001 to $25.00 per table, but not less than $150.00. Staff recommends revising Café Table Permits within FDOT right of way to an annual lease rate of $3 per square foot. Staff recommends revising the annual renewal permit fee City wide (excluding FDOT right of way) to $200.00 plus $25.00 per table. The permit application fee was established in 2001 at $75.00, staff recommends revising to $125.00.
