Explanation:

The Fire Rescue and Beach Safety Department applied for the Florida Department of Health 2016 EMS matching grant funds to assist in the purchase of four (4) Lucas 2 chest compression systems and accessories.

 

On March 2, 2016, the City Commission passed and adopted Resolution No. R-2016-054, which authorized the acceptance of the Florida Department of Health 2016 EMS matching grant program funds to purchase equipment to enhance pre-hospital emergency medical services (EMS) in the approximate amount of $103,400.00.

 

This grant required matching funds in the approximate amount of $25,850.00.00 based upon twenty-five percent of the requested $103,400.00 for the Lucas 2 chest compression systems purchase price.

 

On May 27, 2016, the Fire Rescue and Beach Safety Department was notified that it had been awarded a grant in the total amount of $60,000.00 with the Florida Department of Health providing $45,000.00 and the City’s cash match to be $15,000.00.

 

The Lucas 2 chest compression system’s technology continues to improve effectiveness and is saving more lives compared to manual C.P.R., and this system can greatly enhance the provision of pre-hospital emergency medical treatment for patients and the safety of city personnel.

 

The requested Lucas 2 chest compression systems are specifically designed for EMS service use and are available from the product manufacturer, Physio-Control, Corp. of Redmond, Washington and are available on the General Services Administration (GSA) Contract No. V797D-30038 with discounted pricing.

 

Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.

 

The City has previously purchased various types of equipment from Physio-Control Inc., and the product’s performance has been satisfactory.

 

The Fire Chief and the Contract Compliance Officer recommend that the City Commission approve the issuance of the attached Purchase Order to Physio-Control, Inc. of Redmond, Washington for the purchase of four (4) Lucas 2 chest compression systems and accessories for an estimated amount of $59,997.66.

 

Funding for the attached Purchase Order has been provided for in the fiscal year 2016 budget in account numbers 11.2100.55318.522.006453 ($45,000) Equipment-Chest Compress System $45K and 11.2100.55318.522.016453 ($15,000.00) Match Equip-Chest Compress Systems $15K.
