Explanation:

 

State Road A1A is on the State Highway System and is contained in the Florida Department of Transportation’s adopted Work Program for roadway maintenance improvements in the upcoming Fiscal Year 2017. The City of Hollywood together with the Hollywood Community Redevelopment Agency desire certain additional complete streets and roadway improvements to State Road A1A to enhance the corridor aesthetically and improve the pedestrian experience. The scope includes but is not limited to the reconstruction and realignment of existing curb, gutter and drainage structures, new colored concrete and paver brick sidewalks and curb ramps, irrigation sleeves for future landscaping, electrical conduits and pull boxes for future pedestrian lighting and stamped asphalt crosswalks.

 

These additional improvements are in the best interest of both the City and the Florida Department of Transportation and it would be practical, expeditious and economical for the FDOT to perform such activities in conjunction with the FDOT’s scheduled Rehabilitation and Resurfacing Project.  Funding for the City’s requested improvements estimated at $2,464,519.00 will be allocated through inclusion in, and adoption of the FY2017 Beach CRA Capital Improvement budget. FDOT requires the execution of a Locally Funded Agreement, Amendment  Four (4) to Landscape Inclusive Memorandum of Agreement and a Three Party Escrow agreement to move the project to the production (or bidding stage) and construction.  The Three Party Escrow Agreement requires deposit of the City’s funds in the escrow account within 30 days of execution of this agreement.

 

The Florida Department of Transportation, in coordination with the City of Hollywood have developed Construction Documents for the project, held public meetings, and initiated permitting and constructability reviews. FDOT will contract for and construct the improvements, using State and City funds to construct of all the hardscape elements to include the realignment of curb and gutter, drainage structures, tidal check valves, irrigation sleeves, conduits for future lighting, new wider colored concrete and paver sidewalks and stamped asphalt crosswalks. The City of Hollywood will install the irrigation, landscaping and pedestrian lighting. The pole mounted utilities will be relocated underground under direct contract with the City. Upon completion of the project the new Landscape Improvements including, colored concrete and paver sidewalks, asphalt patterned crosswalks, irrigation and new plantings will be maintained by the City.   FDOT requires this understanding between the City and FDOT be formalized through the execution of the attached Amendment Number (4) to Landscape Inclusive Memorandum of Agreement.

 

The Florida Department of Transportation has developed Maintenance of Traffic Plans (MOT) to allow two lanes of traffic in each direction by removing the existing medians during construction, except during the final phase while median reconstruction takes place.
