Explanation:

State Road A1A is on the State Highway System and is contained in the Florida Department of Transportation’s adopted Work Program for roadway maintenance improvements in the upcoming Fiscal Year 2017. The FDOT, City of Hollywood together with the Hollywood Community Redevelopment Agency have agreed to perform Complete Streets and roadway improvements to State Road A1A to enhance the corridor aesthetically and improve the pedestrian experience. In addition the City of Hollywood and the CRA would like to install a Traffic Signal to serve the high volume of traffic at Garfield street, including patrons of a large municipal parking facility, community center and outdoor recreation focal point serving City of Hollywood residents, visitors and tourists.

 

The congestion at this intersection during peak hours, particularly on weekends, results in City of Hollywood police officers manually directing traffic at the intersection in order to improve traffic flow at significant expense to the City.  Although the weekday traffic volumes do not yet meet the signal warranting criteria defined under “Warrant 1A” or “Warrant 1B” in the Manual on Uniform Traffic Control Devices, other warranting criteria are appropriate to  be considered by the Florida Department of Transportation as the regulatory authority over approving installation of a traffic signal at an intersection on a State Highway, such as overall safety of the traveling public, limited visibility available for traffic exiting from Garfield Street onto State Road A1A and the desire to enhance pedestrian safety by providing a protected crosswalk across State Road A1A at the signal. If approved by FDOT and Broward County, the CRA will proceed to design, permit and construct the traffic signal to be completed together with the overall A1A project by FDOT and the CRA.

The City of Hollywood and Community Redevelopment Agency have exercised due diligence in community outreach through multiple open community presentations and individual outreach to building and/or business owners directly along the aforementioned segment of the corridor, and received positive support for the installation of a  traffic signal at this location.
