Explanation:

In November of 2011, pursuant to Resolution No. R-2011-329 the Department of Parks, Recreation and Cultural Arts received funding for the FY 2012-2017 Children’s Services Council (CSC) Maximizing Out Of School Time (MOST) Year-Round grant available to fund Youth Summer Programs and After School Programs.

 

This award is the last of the possible four (4) additional one year renewals of the original grant funding.

 

The grant funding helps to offset staff costs, departmental expenses, while enabling the City of Hollywood to offer safe, affordable, quality summer camp programs and one after school program that will serve an estimated 400 youth.

 

The CSC grant requires a minimum $28,032.00 match from the local government receiving the grant.

 

The required match for the FY 2017 CSC grant is accounted for in 01.3161.00000.572.004004 which pays for the transportation of the aftercare youth from their school sites to the center.

 

In reviewing the city’s application, the CSC determined that the city needs to partner with a fiscal agent in order to meet the fiscal viability test and receive the full grant award requested of $493,722.00.

 

The Hollywood Art and Culture Center (HACC) indicated that it would be willing to act as the City’s Fiscal Agent for the CSC grant to enable full funding be acquired and has entered into a Fiscal Agent Agreement with the City of Hollywood for these services.

 

The grant requires the execution of a tri-party agreement among the CSC, the City and the Art and Culture Center which is for an eleven (11) month period.

 

Pursuant to Resolution R-2016-284, adopted and approved by the City Commission on September 28, 2016, the Fiscal Year 2017 Adopted Budget was adopted and approved by the City Commission to recognize operating revenues, provide appropriations, and permit authorized budgetary adjustments and transfers.

 

Funding will become available for this project in the Special Programs Fund (11) from the grant award proceeds which funds are to be recognized and appropriated for the specific permissible uses as described above and detailed in the attached Exhibit 1.

 

The Department of Financial Services is hereby authorized to create certain accounts to recognize revenue and appropriate program funding.

 

The CSC MOST grant funding has provided after-care and summer camp programming to low income families in Hollywood communities for over 13 years, providing tutoring, reading, math, science, social skills, physical fitness and field trips to over 400 youth each year.
