Explanation:

The Fleet Management Division of the Public Works Department and the Fire Rescue & Beach Safety Department requires an agreement for the purchase, supply and installation of emergency and related equipment for law enforcement vehicles, fire rescue fleet vehicles and general fleet vehicles on an as needed basis from a qualified vendor who can provide turn-key installation service including an equipment package that is fully functional at their facility.

 

The emergency and related equipment includes vehicle light bars, sirens, speakers, interior and exterior warning lights, computer mounts, cages and various additional related equipment and parts.

 

The requested supply and installation of emergency and related equipment services was competitively bid through the Broward Sheriff’s Office, pursuant to Bid Award Number 13104030, which was awarded to Strobes-R-Us, Inc. located in Pompano Beach, Florida on August 12, 2013 for an initial two (2) year period with an option for two (2) additional one (1) year periods.

 

On September 2, 2015, the City Commission passed and adopted Resolution Number R-2015-271, authorizing the issuance of a blanket purchase order to Strobes-R-Us, Inc. located in Pompano Beach, Florida, to provide the supply and installation of vehicle emergency and related equipment, pursuant to the Broward Sheriff’s Office, Bid Award Number 13104030, for a one (1) year period with the right to renew for one (1) additional one (1) year period.

 

In August, 2016 the Broward Sheriff’s Office approved the final renewal of the contract with Strobes-R-Us, Inc. located in Pompano Beach, Florida for the final (1) one (1) year period.

 

Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.

 

The City’s Fleet Maintenance Division and Fire Rescue & Beach Safety’s Fleet Maintenance Garage utilize Strobes-R-Us, Inc. and their product supply, installation and service has been above satisfactory.

 

The Public Works Department has estimated their annual expenditure to be $250,000.00 and the Fire Rescue & Beach Safety Department Garage has estimated their annual expenditure to be $4,000.00 for the required services.

 

The Director of Public Works, the Fire Chief and the Contract Compliance Officer recommend that the City Commission approve the issuance of the attached blanket purchase order renewing the agreement with Strobes-R-Us, Inc. of Pompano Beach, Florida for the final one (1) year period for the supply and installation of emergency and related equipment for law enforcement vehicles, fire rescue fleet vehicles and general fleet vehicles on an as needed basis, for a final one (1) year period for an estimated annual expenditure of $254,000.00.

 

Award is subject to the City’s receipt and approval of all insurance certificates required by the City’s Risk Manager.

 

Funding for the agreement has been provided in the fiscal year 2016 budget in the Public Works Fleet Management Division’s Account Numbers 57.5101.00109.590.004632 - Maintenance - Vehicles and 57.5101.00102.590.004632 Maintenance - Vehicles, and in the Fire Rescue & Beach Safety Department’s Account Number 01.2151.00000.522.005212 - Automotive Supplies, and funding will be budgeted in subsequent fiscal years.
