Explanation:

Procurement Services desires to purchase and obtain the services from a qualified vendor for the supply and delivery of automotive oils, lubricants and greases to all Departments, Divisions and Offices for the maintenance vehicles, equipment, tools and facilities throughout the City.

 

Various City departments require the purchase of various automotive oils, lubricants and greases from a qualified vendor who has the ability to provide the products in various units of measure including by the quart, tube, gallon and barrel to meet the specific operational needs of each department.

 

On April 28, 2016, the City of Miami, as lead agency for the Southeast Florida Governmental Cooperative Purchasing Group, approved and authorized the award of Bid Number 546382 for the purchase and supply of automotive oils, lubricants and greases to three (3) vendors for an initial three (3) year term, effective May 9, 2016, with two (3) one (1) year renewal options.

 

The City of Hollywood participated, along with various other governmental entities, in cooperative Bid Number 546382 for the supply and delivery of automotive oils, lubricants and greases.

 

Section 38.46 of the City's Purchasing Ordinance authorizes the Director of Procurement Services to join with other governmental entities in cooperative purchasing plans when it is in the best interest of the City.

 

Award was made to the bidders who bid the greatest single fixed percentage discount to the City of Miami off the manufacturer’s current suggested catalog pricelist for each manufacturer specified in the bid, and who complied with the bid specifications, terms and conditions.

 

The various City departments have identified Flamingo Oil Corporation d/b/a Flamingo Oil Company (FOC), as the only vendor awarded the Bid by the City of Miami, to provide the required products which meet their current operational service requirements at the lowest cost.

 

Of the three vendors, FOC offers the lowest price and highest quality product based on the supplies sought for the operational needs of each department.

  

FOC has been supplying the City with automotive oils, lubricants and greases for several years with satisfactory results.

 

The Department of Public Works has estimated their annual expenditure to be $40,000.00, the Department of Public Utilities has estimated their annual expenditure to be $30,000.00 and the Fire Rescue & Beach Safety Department has estimated their annual expenditure to be $18,000.00 for the supply and delivery of automotive oils, lubricants and greases.

                           

The purpose of this request is to issue a blanket purchase order to Flamingo Oil Corporation d/b/a d/b/a Flamingo Oil Company for the supply and delivery of automotive oils, lubricants and greases for the initial period of 09/01/2016 - 05/08/2017, which coincides with the Cooperative Bid Number 546382 contract’s initial term expiration date, for an estimated annual expenditure of $88,000.00.

 

The estimated expenditure for the products provided shall be in the amount of $60,000.00 for the eight (8) month, eight (8) day partial year and $88,000.00 for the first and second full year of the initial three (3) year contract term.

 

The Director of Public Works, Director of Public Utilities, the Fire Chief and the Contract Compliance Officer recommend that the City Commission approve the issuance of the attached blanket purchase order to Flamingo Oil Corporation d/b/a Flamingo Oil Company of Miami, Florida for the purchase and delivery of automotive oils, lubricants and greases Citywide for an estimated annual expenditure of $88,000.00.

 

Award is subject to the City’s receipt and approval of all insurance certificates required by the City’s Risk Manager, and indemnity to the City, along with signed Statement of Hold Harmless and Indemnity.                     

 

Funding for the agreement has been provided in the fiscal year 2016 budget in the Department of Public Works Account Numbers 57.5101.00109.590.005211 - Motor Fuel/Oil, 57.5101.00102.590.005211 Motor Fuel/Oil and 57.5112.00000.590.005211 - Motor Fuel/Oil, in the Department of Public Utilities  Account Number 42.4041.00782.536.004633 - Maintenance- Machinery and in the Fire Rescue & Beach Safety Department’s Account Number 01.2151.00000.522.005211 - Motor Fuel/Oil, and funding will be budgeted in subsequent fiscal years.
