Explanation:
The 2007/2008 Wastewater System Master Plan identified the need to meet new regulatory requirements related to House Bill 7139 and Senate Bill 1302, also referred to as the Ocean Outfall Rule Change.

The Ocean Outfall Rule Change requires elimination of the ocean outfall disposal at the Southern Regional Wastewater Treatment Plant.

The City constructed and commissioned a concentrate disposal well at the Water Treatment Plant designed for the co-disposal of concentrate and secondary effluent.

Once the outfall is closed, the City will be left with no back up method of disposing of the concentrate, therefore, the City would not be able to run its Nano Filtration and Reverse Osmosis processes during periodic mechanical integrity testing activities on the concentrate deep injection well.

The Department of Public Utilities requested a proposal from Brown and Caldwell to provide the professional services to develop and evaluate alternative methods of providing for backup disposal of concentrate once the outfall is closed.

Brown and Caldwell and the City of Hollywood have a Professional Services Agreement for General Engineering Consulting Services for Water and Sewer Infrastructure projects, approved by the City Commission pursuant to Resolution No. R-2009-214 dated July 15, 2009; renewed by the City Commission on May 1, 2013 pursuant to Resolution No. R-2013-110; renewed by the City Commission on April 1, 2015 pursuant to Resolution No. R-2015-068.
