Explanation:

The Police Department desires to purchase and replace their rifle optics for the Patrol and K-9 Officers to allow enhanced target acquisition and increased accuracy of the target involved.

 

The requested rifle optics will be able to maintain operation in extreme weather conditions such as heat and humidity as well as temperature shock immediately transitioning from the heat of a patrol vehicle to an air conditioned environment.

 

On June 3, 2016, Notice of Bid Availability for Bid Number F-4519-16-JE was posted on the City’s Website as well as on Bidsync.com in accordance with Section 38.42(A)(1) of the City’s Purchasing Ordinance.

 

Bid Number F-4519-16-JE was opened at 3:00 P.M. on June 17, 2016, and resulted in a response from ten (10) bidders.

The Procurement Services Division together with the Police Department evaluated all bids received and the bid submitted by SRT Supply is considered the lowest responsive, responsible bidder that met all the requirements of the bid specifications.

 

SRT Supply has provided services to the City in the past and their performance has been satisfactory.

 

The Chief of Police and the Contracts Compliance Officer recommend that the City Commission approve the issuance of a purchase order to SRT Supply for the purchase of replacement optics for Police rifles in the amount not to exceed of $56,038.50.

 

The Department of Justice‘s Equitable Sharing Guidelines for the expenditure of Federal Law Enforcement Funds states that the costs associated with the purchase of law enforcement equipment for use by law enforcement personnel that supports law enforcement activities is a permissible use of such trust funds provided that the purchase is not a budgeted item and it is not supplanting a normal operating need/expectation of the law enforcement agency.

 

The Guidelines require that the Police Department obtain approval for such expenditures from the City Commission.

 

A portion of the funding source in the amount of $56,038.50 for the purchase of the replacement optics for Police rifles will be Federal Law Enforcement Forfeiture Funds pursuant to the Federal Comprehensive Crime Control Act of 1984, thereby incurring no cost to the taxpayers of the City of Hollywood and such expense is a permissible use of such funds and the remaining balance for the purchase in the amount of $4,985.00 will be from a 2008 JAG grant.

 

Funding is available in the Fund Balance of the Federal Law Enforcement Forfeiture Fund (Fund 12) which is to be recognized and appropriated for the specific permissible uses as described above and the JAG Grant funds are available in the Equipment-Optics for Police Rifles R16XXX Treas Account Number 12.2000.20232.521.006453 and in the Equipment-Optics for Police Rifles R16XXX Account Number 11.2000.21316.521.006453.
