Staff Recommends: Approval of the attached Ordinance.

Explanation:
On June 6, 2012 the City Commission adopted the current lobbyist ordinances which required compliance with the Broward County Ethics code that all Broward elected officials will follow the new ethics ordinance which will promote full and complete transparency. This ordinance requires a contact log be maintained for all lobbyists who communicate with elected city officials. To comply with this requirement, the City of Hollywood implemented an online contact log database system, similar to Broward County's. The ordinance also required a $50.00 fee for each lobbyist's principal or client, but exempted lobbyist from paying the annual registration fees for any client who does not compensate the lobbyist for their services.

The attached ordinance increases the fee from $50.00 to $100.00 for each lobbyist's principal or client effective the new registration period of August 1, 2016.

The ordinance also incorporates by reference that portion of the county's elected official code of ethics that regulates lobbying. A recent change to the County's ordinance requires lobbyists who lobby elected officials must contemporaneously with the lobbying activity or as soon thereafter as is practicable (but in any event within three (3) business days after the lobbying activity occurs), legibly complete a contact log. The obligation to complete the contact log applies regardless of the location of lobbying activities and applies whether the activities occurs in person, by telephone, by electronic communication, by video conference, or in writing.
