Explanation:

The Police Department desires to purchase anti-ballistic vests and armor vest plates in order to enhance the performance capabilities of the Special Weapons and Tactics (SWAT) unit.

On May 18, 2016, the City Commission passed and adopted Resolution Number R-2016-134, authorizing the use of State Law Enforcement Forfeiture Funds in order to purchase SWAT anti-ballistic vests and armor vest plates in the amount of $72,630.00.

The SWAT Unit is involved in various high risk situations, such as hostage rescue, anti-sniper protection, barricaded persons, active shooter, warrant services.

Significant time and effort have been invested into selecting the vest that meets the SWAT Unit's diverse tactical needs.

The anti-ballistic vests, armor vest plates and associated equipment are available through Federal Eastern International pursuant to the State of Florida Contract Number 680-850-11-1.

Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose membe...
