Explanation:

The City requires professional general contractors to construct various Public Safety and Capital Improvement Projects in the City.

 

On January 13, 2016, Request for Qualifications (RFQ) Number 4501-16-RD was electronically advertised via BidSync and was opened at 3:00 p.m. on February 8, 2016, and resulted in thirteen (13) responses.

 

After review of the proposals received and the RFQ document issued, City staff recommended the cancellation of RFQ-4501-16-RD, as the RFQ’s specifications required revisions, and the issuance of a new RFQ with revised specifications and qualifications to create a pre-qualified list for the construction of Public Safety and Capital Improvement Projects in the City.

 

The Department of Public Works Engineering Support Services Division prepared revised specifications and required qualifications for a Request for Qualifications (RFQ) for Contractor Pre-qualification for various City projects.

 

The awarded pre-qualified firms would then be eligible to bid on City public safety and capital improvement projects for the next thirty-six (36) months when the City determines a project will require Contractors to be pre-qualified.

 

On April 12, 2016, Request for Qualifications (RFQ) Number 4511-16-RD was electronically advertised via BidSync in accordance with the City’s Purchasing Ordinance, Section 38.42(A).

 

RFQ-4511-16-RD was opened at 3:00 p.m. on April 28, 2016, and resulted in the following ten (10) responses:

The Evaluation Committee comprised of three (3) City employees from Public Works Engineering, Planning & Development and Fire Rescue & Beach Safety met to review, discuss and evaluate the ten (10) proposals received for a vendor(s) to be approved and listed as a pre-qualified contractor for the City’s Construction of Public Safety & Capital Improvement Projects based upon the RFQ’s purpose, scope and qualification requirements.

 

The Evaluation Committee selected the following seven (7) firms to be listed as pre-qualified and is listed here in no specific order for consideration:

3.                     Kaufman Lynn Construction Inc.

                                                               4.                     MBR Construction

                                                               5.                     James B. Pirtle Construction Company

                                                               7.                      West Construction, Inc.

                     

The City and the Department of Public Works Engineering Support Services Division are interested in constructing the highest quality projects for the lowest competitive price, and therefore have selected the seven (7) companies as firms who have proven to be quality contractors who can responsibly and competitively bid on various projects.
