Staff Recommends: Approval of the Attached Resolution

 

 

Explanation:

There is a need for structure surface preparation and painting of buildings and various structures at the Southern Regional Wastewater Treatment Plant in order to prevent additional decay and damages to the facilities and equipment.

 

Department of Public Utilities staff prepared the related contract technical specifications, advertised for construction services, and, on April 11, 2016, three (3) bid proposals were received at the Office of the City Clerk and were publicly opened at the City of Hollywood Southern Regional Wastewater Treatment Plant with the following results.

After thoroughly evaluating the bid proposals for compliance with the bid documents Department of Public Utilities staff determined that the lowest bidder, Roof Painting by Hartzell, Inc. is the lowest responsible and responsive bidder.

 

The bid received from Miami Nice Painting Enterprises, as listed above did not include the required Bid Bond and addendum and therefore are deemed non-responsive.

 

A Notice of Intent to Award related to the project was posted in the City of Hollywood Website, in Demand Star, and sent via email on April 29, 2016 to all bidders and resulted in no bid protests.

 

The Administration recommends that the City Commission authorize the appropriate City Officials to execute the attached contract between Roof Painting by Hartzell, Inc. and the City of Hollywood for the Painting of Buildings and Structures at the Southern Regional Wastewater Treatment Plant together with such nonmaterial changes as may be subsequently agreed to by the City Manager and approved as to form and legality by the City Attorney, in the amount of $215,500.00.

 

Funding for the Painting of Buildings and Structures included in the Southern Regional Wastewater Treatment Plant maintenance project as identified in the Capital Improvement Program for FY 2016 was approved by the City Commission via Resolution No. R-2015-295 and is available in account number 42.4000.85299.536.006302.

 

The estimated implementation time for this phase of the Inflow/Infiltration Reduction Program is 340 days.
