Staff Recommends: Approval of the attached Resolution

Explanation:

The sewer lift station at Southern Regional Wastewater Treatment Plant (SRWWTP) was installed in 1990s and the SRWWTP maintenance staff has replaced deteriorated pumps several times.

The deteriorated supports, guide rails, and accessories for the existing four pumps in the lift station wetwell have reached their useful life cycle and need to be replaced.

The Department of Public Utilities staff prepared bid documents and advertised on February 1, 2016 for construction services, and on April 5, 2016, five (5) bid proposals were received and publicly opened at the Southern Regional Wastewater Treatment Plant with the following results:

                     No.                     BIDDER                     BASE BID

                     1                     Fitsaw Construction, LLC                     $47,913.00

2                     South Florida Utilities, Inc.                     $50,010.00

                     3                     Intercounty Engineering, Inc.                     $59,698.00

                     4                     TV Diversified, LLC                     $63,010.00

                     5                     V Engineering & Consulting Corp.                     $79,010.00

After thoroughly evaluating the bid proposals for compliance with the contract documents, the Department of Public Utilities staff determined that the lowest bidder, Fitsaw Construction, LLC., is the lowest responsive and responsible bidder.

A Notice of Intent to Award related to the project was posted in the City of Hollywood website, in DemandStar on April 6, 2016 and resulted in no bid protests.

The Administration recommends that the City Commission authorize the appropriate City Officials to execute the attached contract between Fitsaw Construction, LLC., and the City of Hollywood in the amount of $47,913.00 for the construction of the WWTP Lift Station Repair - Year 2016 at the Southern Regional Wastewater Treatment Plant, in an amount not to exceed of $47,913.00.

It is necessary to amend the approved FY 2016 Capital Improvement Program and allocate funding for the contract amount of $47,913.00, and $9,000 for testing, permits and program management services for the aggregate total amount of $56,913.00   as set forth in attached Exhibit A.

It is estimated that the time period to complete this work is 120 days from the Notice to Proceed date.
