Staff Recommends: Approval of attached Resolution.

 

 

Explanation:

The State appropriates at least $10 million annually from the Florida Hurricane Catastrophe Fund to the Florida Division of Emergency Management (“Division”). The Division is using $3.5 million of that amount to fund the Residential Construction Mitigation Program (“RCMP”). The RCMP is designed to protect against damage to property caused by disasters; by reducing the exposure of insured property in the State of Florida and thereby reducing the exposure to the Hurricane Catastrophe Fund. The RCMP provides grant funding to governmental entities and others as a means to improve the resiliency of residential structures within their communities. Mitigation retrofit improvements currently authorized for the RCMP include:

 

a)                     Replacement of roof sheathing;

b)                     Replacement of roof covering;

c)                     Strengthening of roof deck attachment;

d)                     Installation of secondary water barrier;

e)                     Installation of hurricane straps;

f)                     Installation of window and door opening protection;

g)                     Installation of hurricane resistant windows and doors;

h)                     Brace bottom chord gable end; and,

i)                     Anchoring of wall or floor units to the foundation.

 

Staff recommends applying for this grant of up to $194,000.00 to use in conjunction with the existing Housing Rehabilitation Program.

 

The Resolution also seeks to amend the FY 2016 Operating Budget for the Special Programs Fund (11) to recognize the grant funding, if awarded, and appropriate the grant funding to certain line item account(s) established for the purposes identified in the Residential Construction Mitigation Program.
