Staff Recommends: The Approval of the Attached Resolution.

 

 

Explanation:

The Police Department desires to purchase thermal printers with accessories and a two (2) years extended warranty as part of the Comprehensive Digital In-Car Video System.

 

On November 18, 2015, the City Commission passed and adopted Resolution No. R-2015-356 which authorized the expenditure of Federal Law Enforcement Forfeiture Funds (LETF) in the amount of $300,000.00 for costs associated with law enforcement training, law enforcement investigations and initiatives (inclusive of overtime and payment of confidential informant fees), and the acquisition of law enforcement equipment for the use by law enforcement personnel that supports law enforcement activities.

 

The thermal printers will enable the officers to print and issue citations and also the driver exchange form to residents while on patrol.

 

These printers are highly recommended by the Police Department, due to its Bluetooth wireless capability and its wireless font downloader and citation management software that will allow for a more professional, uniform output by all officers.

 

The software that operates these printers will have the capability of being updated periodically which will eliminate the need for printer drivers, which are more expensive to maintain and operate.

 

The requested Brother pocketjet wireless thermal printers and accessories are available on the Pinellas County School Contract Number 15-480-086.

 

 

Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.

 

The Chief of Police and the Contracts Compliance Office recommend the City Commission approve the issuance of the attached purchase order for the purchase of Brother pocketjet thermal printers and accessories to include a two year extended warranty in the amount not to exceed $47,547.00.

 

Funding for this purchase is available in the Investigative SER (Treasury) R2015-356 Account Number: 12.2000.20229.521.004979.
