Explanation:

The Department of Public Utilities run and operate the Southern Regional Wastewater Treatment Plant (“SRWWTP”).

 

The SRWWTP utilizes several flow meters to monitor the amount of raw and treated wastewater, chemicals and additives that continuously circulate all through the diverse array of the treatment processes.

 

The influent flows for Oxygenation Trains 1 and 2 are measured via two (2) ABB 54-inch WaterMaster Electromagnetic flow meters.

 

The existing flow meters have reached their useful lives and their internal coil insulations are failing, causing the meters to give erratic flow readings and/or at times no flow readings at all.                     

 

The ABB WaterMaster Electromagnetic flow meters are sold exclusively through the authorized representative, AWC Incorporated of Altamonte Springs, Florida.

 

On March 17, 2016, the Procurement Services Division posted Notice to Sole Source Number NTSS-027-16 to purchase two (2) ABB 54” WaterMaster Electromagnetic Flow Meter Systems,  issued an electronic notification to various vendors, and identified March 23, 2016, as the posting expiration date.

 

The Procurement Services Division received no inquiries or comments on the Notice to Sole Source Number NTSS-027-16, and Section 38.40(C)(3) of the City’s Purchasing Ordinance exempts sole source supplies and services, such as unique, patented or franchised supplies or services, from the competitive bid requirements.

 

Funding for Emergency Projects has been provided via Resolution No. R-2015-345 which continued the appropriation for previously approved Capital Projects from FY2015 to FY2016, and is available in the account number 42.4000.86532.536.006302.

 

The Director of Public Utilities and the Procurement Services Division recommend that the City Commission issue a purchase order to AWC Incorporated for the purchase of two (2) ABB 54” WaterMaster Electromagnetic Flow Meter Systems in an amount of $64,400.00.
