Explanation:

The Department of Parks, Recreation and Cultural Arts as the lead on behalf of the City, receives grant funding for summer and after school programming which requires Tutorial Services.

 

The Department of Parks, Recreation and Cultural Arts Operations are the primary users of the services.

 

On June 3, 2015, the City Commission passed and adopted Resolution Number R-2015-144 which authorized the issuance of blanket purchase order number B002714 to Russell Life Skills and Reading Foundation as the primary vendor for Tutorial Services, in accordance with Bid RFP-4445-15-IS-B, for an initial agreement term through September 30, 2016 with the right to renew for an additional period from October 1, 2016 through August 31, 2017 under the same terms and conditions.

 

When the blanket purchase order between the City and Russell Life Skills and Reading Foundation was issued in June of 2015, the estimated expenditure for tutorial services was $68,796.00; however the term on the BPO was fifteen months.

 

The fifteen month term provided coverage for the 2015 Summer Camp, the 2015/2016 Aftercare and the 2016 Summer Camp.

 

The Department of Parks, Recreation and Cultural Arts estimates that an additional $57,456.00 will be required to cover the services through September 30, 2016 which funding has been provided in the Children’s Services Council MOST Grant Contract.

 

The City’s established blanket purchase order number B002714 with Russell Life Skills and Reading Foundation was awarded for the estimated annual expenditure amount of $68,796.00.

 

The original estimated annual expenditure amount of $68,796.00 combined with the requested additional funding in the amount of $57,456.00 will increase the estimated expenditure amount of the initial contract term to $126,252.00.

 

The Director of Department of Parks, Recreation and Cultural Arts requests that the City Commission authorize the expenditure of an additional $57,456.00 to provide funding for tutorial services for the remainder of the initial contract term.

 

Pursuant to Section 38.42(E) (1) of the Purchasing Ordinance of the City of Hollywood, when any goods, supplies, materials or contractual services shall be purchased and the estimated annual amount to be paid therefore by the
City shall be more than $50,000.00, the Director shall have the authority to recommend the award of a contract to the Manager for Commission action.

 

Funding for this service has been provided in the FY 2015 and FY2016 budget in the Department of Parks, Recreation and Cultural Arts Budget Account Numbers 11.3100.77303.574.003117 and 11.3100.77312.574.003117.
