Explanation:
The Public Works Department, Fleet Division, on behalf of the Office of Parking, requires the purchase of two (2) 2016 Toyota Prius II Hybrid Sedans to replace those vehicles that have reached or surpassed their life expectancy and road worthiness by age, mileage and wear, and can no longer be relied upon to perform at required operational levels.
The Public Works Fleet Division identified the Toyota Prius II Hybrid Sedan’s availability on the Florida Sheriff’s Association Contract and selected the vehicle for its hybrid technology to best meet the Office of Parking’s operational needs to patrol which include multiple stops daily, since the hybrid will conserve fuel in these conditions.
The requested vehicles were competitively bid through the Florida Sheriff’s Association, pursuant to Bid Number 15-23-0904 for the use and reliance of government entities within the State of Florida.
Alan Jay Fleet Sales was the lowest responsible bidder as awarded by the Florida Sheriff’s Association.
The Public Works Department, Fleet Division, on behalf of the Office of Parking, desires to purchase two (2) Toyota Prius II Hybrid Sedans from Alan Jay Fleet Sales in Sebring, Florida, as listed in the Florida Sheriff’s Association Bid Number 15-23-0904.
Alan Jay Fleet Sales has agreed to provide these vehicles as listed in the Florida Sheriff’s Association Bid Number 15-23-0904 to the City under similar pricing, terms and conditions.
Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.
Funding for the attached purchase has been provided for in the Department of Public Works FY2016 budget in the Vehicle - FY16 Vehicle Replacement R15-295 Account Number 46.1100.16194.545.006452 and the Vehicle - FY14 Vehicle Replacement R1331146 Account Number 46.1100.14194.545.006452.
The Director of Public Works, the Assistant City Manager for Sustainable Development, and the Contract Compliance Officer recommend that the City Commission approve the issuance of the attached Purchase Order between Alan Jay Fleet Sales of Sebring, Florida for the purchase of two (2) 2016 Toyota Prius II Hybrid Sedans in the amount of $52,642.50.
