Explanation:

The Department of Public Utilities requires an agreement for the disposal of municipal water treatment plant catalyst sand and lime sludge.

 

On February 11, 2016, Bid Number F-4504-16-RL - Disposal of Municipal Water Treatment Plant Catalyst Sand and Lime Sludge was electronically advertised via BidSync in accordance with the City’s Purchasing Ordinance, Section 38.42 (A).

 

A mandatory site visit was requirement to bid and was able to be scheduled February 22, 2016 through February, 24, 2016 and resulted in the following site visits:

                                          

                                          Govea Trucking, Inc. - Hollywood, FL

 

                                          H&H Liquid Sludge Disposal, Inc. - Branford, FL

 

                                          Prolime Corporation - Washington, MI                                                                                    

 

Bid Number F-4504-16-RL - Disposal of Municipal Water Treatment Plant Catalyst Sand and Lime Sludge was opened at 3:00 P.M. on March 4, 2016, and resulted in responses from two (2) bidders:

 

                                          Govea Trucking, Inc. - Hollywood, FL

 

                                          H&H Liquid Sludge Disposal, Inc. - Branford, FL                                                               

 

 

The bid language required each bidder to provide firm pricing for the disposal of 10,000 cubic yards of catalyst sand and 500 cubic yards of lime sludge.

 

The bid results are as follows:

 

                                          Govea Trucking, Inc.                                                                                    $78,645.00

 

                                          H&H Liquid Sludge Disposal, Inc.                                          $189,000.00                                          

 

After all Bids received were evaluated by Procurement Services staff and the City Attorney’s office, the Contract Compliance Officer and the Director of Public Utilities recommend that the City Commission approve award to Govea Trucking, Inc. for an estimated annual expenditure of $78,645.00.

 

Govea Trucking, Inc. has provided this service satisfactorily to the City for the past twelve (12) years.

 

The initial term of the agreement shall be for a two (2) year period with two (2) additional two (2) year renewal periods subject to vendor acceptance, satisfactory performance and determination that the renewal will be in the best interest of the City.

 

Award is subject to the City’s receipt and approval of all insurance certificates required by the City’s Risk Manager, and indemnity to the City.

 

Funding for the attached Blanket Purchase Order has been provided for in the fiscal year 2016 budget in 42.4011.00762.536.003117 and will be budgeted in subsequent fiscal years.
