Explanation:
The Department of Public Utilities identified a need for electric motor repair service.
On January 25, 2016, Bid Number F-4498-16-RL - Electric Motor Repair Service was electronically advertised via BidSync in accordance with the City’s Purchasing Ordinance, Section 38.42 (A).
Bid Number F-4498-16-RL - Electric Motor Repair Service was opened at 3:00 P.M. on February 17, 2016, and resulted in responses from four (4) bidders:
Miami Industrial Motor, Inc.
Miami, FL
Condo Electric Motor Repair Corp.
Hialeah, FL
Quigar Electric, Inc. dba Ace Pump & Supply
Hollywood, FL
TAW Miami Service Center, Inc.
Miami, FL
The bids submitted by Quigar Electric, Inc. dba Ace Pump & Supply and TAW Miami Service Center, Inc. were deemed non-responsive for failure to submit a statement of work.
The bid language requested each bidder provide a discount off the most current Vaughen’s National Average Price Guide for Electric Motors.
The bid results are as follows:

Condo Electric Motor Repair Corp. 60% Off
The Department Of Public Utilities has allocated $140,000.00 annually to cover the cost of electric motor repair services covered under this bid.
The Department of Public Utilities determined that the bids submitted by Miami Industrial Motor, Inc. and Condo Electric Motor Repair Corp. meet the specifications, terms and conditions of the bid and are the lowest responsive, responsible bidder.
Bid Number F-4498-16-RL allows for award to multiple bidders, with the primary vendor receiving the initial request for work.
In any situation where obtaining services from the primary vendor is not in the best interest of the City, or the vendor cannot deliver material and/or services within 24 hours of the date required, or on an emergency basis, staff may obtain material and/or services from the next available vendor.
After all Bids received were evaluated, the Director of Public Utilities and the Contract Compliance Officer recommend that the City Commission approve awards to Miami Industrial Motor, Inc. of Miami, Florida, as the primary vendor, and Condo Electric Motor Repair Corp. of Hialeah, Florida, as the secondary vendor, for an estimated annual expenditure of $140,000.00.
The term for services is for an initial two (2) year period with the right to renew for two (2) additional one (1) year periods providing all terms, conditions and specifications remain the same, both parties agree to the renewal, and such renewal is approved by the City.
Award is subject to the City’s receipt and approval of all insurance certificates required by the City’s Risk Manager, and indemnity to the City.
Funding for the attached Blanket Purchase Orders has been provided for in the fiscal year 2016 budget in 42.4041.00785.536.004633 - Maintenance - Machinery, 42.4041.00784.536.005224 - Maintenance - Facilities, 42.4011.00765.536.004633 - Maintenance - Machinery, 42.4011.00762.536.004633 - Maintenance - Machinery and 43.4031.00000.538.004633 - Maintenance - Machinery and will be budgeted in subsequent fiscal years.
