Explanation:

 

The Department of Public Works requested that Procurement Services solicit bids for roadway street sweeping services and disposal along approximately 165.50 miles of curbed roadways, sub-divided into eight (8) separate zones, for City of Hollywood property and public rights-of-ways within the City of Hollywood city limits.

 

The street sweeping services may be requested on supplemental “as-needed” basis in addition to the once-monthly schedule for the downtown Hollywood Community Redevelopment Agency (CRA) district and/or other areas specified by the Departments of Public Works and/or Public Utilities that are within the City limits.

 

The street sweeping services also include City parking lots, unique emergencies and/or special events on an as needed basis based upon an hourly rate charge.

                     

On December 16, 2015, Bid Number F-4490-16-RD was electronically advertised via BidSync in accordance with the City’s Purchasing Ordinance, Section 38.42(A).

 

F-4490-16-RD was opened at 3:00 p.m. on February 2, 2016, and resulted in the following five (5) responses:

The bid submitted by Carlos Rosario Cleaning Services Corp.                      was determined to be non-responsive as they failed to provide the licensing as required in the bid document.

 

After all bids received were thoroughly reviewed, the bid submitted by Star Cleaning USA, Inc. meets all terms, conditions and specifications of our bid and was declared the lowest responsive and responsible bidder.

 

Star Cleaning USA, Inc. has previously provided the required services to the City of Hollywood in a satisfactory manner.

 

The Director of Public Works and the Contract Compliance Officer have recommended that the City Commission approve award of the attached Blanket Purchase Order to the lowest responsive, responsible bidder, Star Cleaning USA, Inc. of Miami, Florida for a two (2) year agreement with option to renew for two (2) additional two (2) year periods subject to vendor acceptance and determination that renewal will be in the best interest of the City for Street Sweeping Services for an estimated annual  expenditure of $66,530.40.

 

Award is subject to the City’s receipt and approval of all insurance certificates required by the City’s Risk Manager and signed Statement of Hold Harmless and Indemnity to the City and with the City’s right to terminate with or without cause.

 

Funding has been provided in the fiscal year 2016 budget in the Department of Public Utilities’ Contractual Services Account Number 43.4031.00000.538.003117, and will be budgeted in subsequent fiscal years.
