Explanation:

The Fleet Management Division of the Public Works Department requires the purchase of one (1) 2016 International Durastar Model 4300 with a Peterson Model TL-3 Lightning Loader and Model 1824 Dump Body (Combo Crane) to be utilized in the Department of Public Works Environmental Services Division to replace a vehicle that has either reached or surpassed its life expectancy by age, mileage and wear, and can no longer perform at the required operational levels.  This purchase was evaluated for the use of alternative fuels, however alternative fuels are not available.

 

The existing in service vehicle, a 1994 Pacmac Trash/Brush (Combo Crane), has reached and surpassed its life expectancy due to age and mechanical wear and can no longer perform at its required operational levels and will be designated as surplus.

 

This combo crane unit will be utilized by the City’s Public Works crews to perform the removal of trees, brush and debris in the departments daily operations, emergencies, vehicular accidents and during natural disasters.

 

Public Works staff evaluated various available models and after testing determined that the International Durastar Model 4300 with a Peterson Model TL-3 Lightning Loader and Model 1824 Dump Body (Combo Crane) will best perform the operational needs and requirements of the Department of Public Works and the Environmental Services Division.

 

The Florida Sheriff’s Association competitively bid this vehicle in Bid Number 15-13-0904, Specification #12, for their own use and use by governmental entities within the State.

 

Rechtien International Truck, Inc. of Riviera Beach, Florida was the lowest responsible bidder for the southern zone of the State of Florida as awarded by the Florida Sheriff’s Association.

 

The Southern Region’s awarded vendor, Rechtien International Truck, Inc. of Riviera Beach, Florida, was contacted regarding availability of the 2016 International Durastar Model 4300 with a Peterson Model TL-3 Lightning Loader and Model 1824 Dump Body (Combo Crane) and the vendor advised City staff that they can provide the requested unit as specified and needed by the City.

 

Rechtien International Truck, Inc. has agreed to provide this vehicle as listed in the Florida Sheriff’s Association Bid Number 15-13-0904 to the City under similar pricing, terms and conditions.

 

Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.

 

The Director of Public Works and the Contract Compliance Officer have recommended that the City Commission approve the issuance of the attached purchase order to Rechtien International Truck, Inc. of Riviera Beach, Florida for the purchase of one (1) 2016 International Durastar Model 4300 with a Peterson Model TL-3 Lightning Loader and Model 1824 Dump Body in the amount of $134,119.00.

 

This Resolution seeks to amend the FY 2016 Internal Service Fund Operating Budgets to rollover funding related to large equipment purchases.  The funding as detailed in the attached Exhibit 1 of the Resolution represents 25% of the account balance remaining at the end of FY 2015. 

 

Funding for the reminder of the attached purchase is available in the Department of Public Works FY2016 budget in the Vehicle-Fleet Vehicle Funded Sanitation Account Number 57.5100.14106.590.056452.
