Explanation:

The Fleet Management Division of the Public Works Department requires the purchase of one (1) 2016 International Terrastar Model SFA (4x2) 4300 with a Altec Model AT40G Telescoping/Articulating Aerial Device (Bucket Truck) to be utilized in the Department of Public Works Urban Forestry Division to replace a vehicle that has either reached or surpassed its life expectancy by age, mileage and wear, and can no longer perform at the required operational levels.

 

The existing in service vehicle, a 1999 Altec Model TA40 Aerial Bucket Truck, has reached and surpassed its life expectancy due to age and mechanical wear and can no longer perform at its required operational levels and will be designated as surplus.

 

This bucket truck unit will be utilized by the City’s Public Works crews to perform the removal of brush, tree trimmings and debris in the department’s daily operations, emergencies, vehicular accidents and during natural disasters. This purchase was evaluated for the use of alternative fuels, however alternative fuels are not available.

 

Public Works staff evaluated various available models and after testing determined that the 2016 International Terrastar Model SFA (4x2) 4300 with a Altec Model AT40G Telescoping/Articulating Aerial Device (Bucket Truck) will best perform the operational needs and requirements of the Department of Public Works and the Urban Forestry Division.

 

The Florida Sheriff’s Association competitively bid this vehicle in Bid Number 15-13-0904, Specification #9, for their own use and use by governmental entities within the State.

 

Rechtien International Truck, Inc. of Riviera Beach, Florida was the lowest responsible bidder for the southern zone of the State of Florida as awarded by the Florida Sheriff’s Association.

 

The Southern Region’s awarded vendor, Rechtien International Truck, Inc. of Riviera Beach, Florida, was contacted regarding availability of the 2016 International Terrastar Model SFA (4x2) 4300 with a Altec Model AT40G Telescoping/Articulating Aerial Device (Bucket Truck) and the vendor advised City staff that they can provide the requested unit as specified and needed by the City.

 

Rechtien International Truck, Inc. has agreed to provide this vehicle as listed in the Florida Sheriff’s Association Bid Number 15-13-0904 to the City under similar pricing, terms and conditions.

 

Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.

 

The Director of Public Works and the Contract Compliance Officer have recommended that the City Commission approve the issuance of a purchase order to Rechtien International Truck, Inc. of Riviera Beach, Florida for the purchase of one (1) 2016 International Terrastar Model SFA (4x2) 4300 with a Altec Model AT40G Telescoping/Articulating Aerial Device (Bucket Truck) in the amount of $128,080.00.

 

Funding will become available for the purchase of the Bucket Truck in account #57.5100.14106.590.056452 upon the approval by the City Commission of a companion Resolution, scheduled for the April 6. 2016 agenda of the City Commission, approving certain amendments to the adopted and approved FY 2016 operating budget of the Internal Services Fund (57), recognizing certain revenues and approving certain appropriations.

 

Upon the approval of the amendments to the Internal Services Fund (57) and the adjustments to certain identified accounts within the Fund, a purchase order will be authorized to be issued between Rechtien International Truck, Inc. and the City of Hollywood for the purchase of said Bucket Truck.
