Explanation:

The Fleet Management Division of the Public Works Department requires the purchase of one (1) 2016 Kassbohrer BeachTech Marina Model Beach Cleaner for use by the Beach Maintenance Division to continue and enhance the cleaning and grooming of the City of Hollywood’s beach in tight areas and limited spaces to which the current divisions large tractors pulling sifting/raking equipment cannot service and maintain.

 

This BeachTech Marina Model Beach Cleaner is self- propelled sand sifting/raking machine to remove trash and debris from the beach in areas with limited spaces, which will enable the operator to rake and sift the beach sand wet or dry at the same time.

 

The Department of Public Works staff completed on-site equipment demonstrations of the two (2) similar units available in the marketplace and obtained price quotes for price comparison purposes from the two (2) manufacturers/suppliers, the Kassbohrer BeachTech Marina Model ($109,768.00), and the Cherrington Model 5500 ($127,000.00) beach cleaning unit.

 

The Cherrington machine’s larger width, overall size,  turning radius, lack of a raking/screening system for dry/wet sand, product and performance specifications makes it unacceptable to the department’s operational intent of the new equipment to service and access tight and limited spaces.

 

The BeachTech machine has a patented raking/screening system for dry/wet sand  was designed specifically to operate in tight beach conditions and limited areas with a tight turning radius and a narrow body width.

 

Extensive research by Public Works Staff revealed that the BeachTech Marina unit has special operating features which will minimize additional cleaning processes with other machinery, which reduces beach cleaning time, labor hours, and fuel costs. This equipment is recommended for purchase.

 

Given the uniqueness, reliability, mechanical operability and dependability of this new machinery as manufactured and the fact that this particular product and model best fits the requirements determined by the Department of Public Works Beach Maintenance Division and Fleet Management Division for their day-to-day operational use.

 

This purchase was evaluated for the use of alternative fuels; however alternative fuels are not available.

 

Kassbohrer All Terrain Vehicles, Inc. of Reno, Nevada is the sole source  manufacturer of the BeachTech Marina Model Beach Cleaner as no other beach cleaning machine with equal product and performance specifications is currently available on the market.

 

The manufacturer’s written quote includes a full one (1) year warranty, operator and mechanical training, equipment and operator manuals, a patented raking/screening system for dry/wet sand, high floatation tires, maintenance free bearings on all rollers guaranteed for five (5) years and two (2) additional sets of tines (the part of the cleaner that rakes the sand).

 

Purchasing Ordinance 38.40(C)(3) provides that, non-competitive supplies, and single source services available from only one source, such as unique, patented, franchised supplies or services, are exempt from the competitive proposal requirements.

 

On December 10, 2015, purchase order number P214119 was issued to Kassbohrer All Terrain Vehicles, Inc. for the purchase of one (1) new manual model Beach Tech Sweepy in the amount of $18,999.00 for use by the Beach Maintenance Division to also enhance the cleaning and grooming of the City of Hollywood’s beach.

 

The combined total expenditures to Kassbohrer All Terrain Vehicles, Inc. for FY16 ($18,999.00) and ($109,768.00) is $128,767.00.

 

The Director of Public Works, and the Contract Compliance Officer recommend that the City Commission authorize the issuance of the attached Purchase Order to Kassbohrer All Terrain Vehicles, Inc. of Reno, Nevada in an amount not to exceed $109,768.00, for the purchase of one (1) 2016 Kassbohrer BeachTech  Marina Model Beach Cleaner.

 

Funding for the attached purchase has been provided for in the Department of Public Works FY2016 budget in the Vehicle-Fleet Vehicle Funded Sanitation Account Number 57.5100.14106.590.056452.
