Staff Recommends: Approval of the Attached Resolution.

 

 

Explanation:

The Fleet Management Division of the Public Works Department requires the purchase of one (1) 2016 John Deere Model 544K 4X4 Wheel Loader to be utilized in the Department of Public Utilities Water Treatment Plant to replace a vehicle that has either reached or surpassed its life expectancy by age, mileage and wear, and can no longer perform at the required operational levels.  This purchase was evaluated for the use of alternative fuels, however alternative fuels are not available.

 

The existing in service vehicle, a 1994 John Deere Model 544G Wheel Loader, has reached and surpassed its life expectancy due to age and mechanical wear and can no longer perform at its required operational levels.

 

The City will receive a trade in value of nineteen thousand dollars ($19,000.00) from Nortrax, Inc. towards the purchase of the new vehicle unit.

 

This unit will be utilized by the City’s Water Treatment Plant staff in their daily operation schedule transporting lime, catalyst, sludge and sand materials and performing emergency services within the Water Plant.

 

The City’s experience and work history with John Deere wheel loader vehicles has proven that the John Deere Model 544K 4x4 Wheel Loader will meet the operational needs and requirements of the Water Plant.

 

The Florida Sheriff’s Association competitively bid this vehicle in Bid Number 15-13-0904, for their own use and use by governmental entities within the State.

 

Nortrax, Inc. of West Palm Beach, Florida was the lowest responsible bidder for the southern zone of the State of Florida as awarded by the Florida Sheriff’s Association.

 

The Southern Region’s awarded vendor, Nortrax, Inc. of West Palm Beach, Florida was contacted regarding availability of the 2016 John Deere Model  544K 4x4 Wheel Loader and the vendor advised City staff that they can provide one (1) 2016 John Deere Model 544K 4x4 Wheel Loader as specified and needed by the City.

 

Nortrax, Inc. has agreed to provide this vehicle as listed in the Florida Sheriff’s Association Bid Number 15-13-0904 to the City under existing pricing, terms and conditions.

 

Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.

                                          

The Director of Public Works, the Director of Public Utilities and the Contract Compliance Officer have recommended that the City Commission approve the issuance of a purchase order to Nortrax, Inc. of West Palm Beach, Florida for the purchase of  one (1) 2016 John Deere Model 544K 4x4 Wheel Loader in the amount of $112,896.00.

 

Sufficient funding for the purchase of the wheel loader will become available upon the transfer of funding as detailed in the attached Exhibit A.

 

A Purchase Order for the purchase of the wheel loader will be issued subsequent to the completion of the transfer of funding.
