Explanation:

On December 2, 2015 the City Commission passed and adopted on second reading city ordinance O-2015-29 creating a new subchapter of Chapter 51 of the Code of Ordinances titled “Cross-Connection and Backflow Prevention”.

 

The purpose of the subchapter is to establish minimum requirements for the control of cross-connections and the prevention of backflow into public potable water supply systems.

 

As the owner and operator of the public potable water supply the responsibility is upon the city to preserve the integrity of the public water supply system for community health and safety and to prevent cross-connections that may create an imminent and substantial danger to public health.

 

As part of the implementation of the Cross-Connection and Backflow Prevention Program and due to the large number of current water accounts requiring certified backflow assemblies, the City of Hollywood Department of Public Utilities and the City of Hollywood Building Division recognized the need to retain the services of Backflow Solutions Inc. (BSI) to provide notification and data management services on behalf of the City of Hollywood.

 

Via the proposed on-line subscription agreement, BSI will maintain a secure database to insure a functional backflow assembly tracking system easy to understand and to use by licensed testers or licensed plumbers.

 

BSI will verify that backflow tests performed meet State standards for passing and that the database of all existing backflow assemblies have up-to-date certification.

 

BSI will also maintain an internet website where testers (or plumbers) shall input all data related to Backflow Tests they conduct within the City of Hollywood water distribution service area.

 

BSI will send up to two (2) notices to the nearly 5,000 City of Hollywood water accounts that require backflow assemblies, the first notice will be labeled “Test Due Notice” and will be mailed approximately 30-days prior to the scheduled test, and the second notice will be labeled “Overdue Notice” and will be sent after the test date has passed if backflow test results have not been entered to the on-line database.

 

BSI will notify the City of all noncompliance accounts in order for the City to follow up with established enforcement procedures.

 

The City of Hollywood acknowledges and agrees that BSI will charge to the licensed testers for each test report submitted to the on-line database a data entry charge of $12.95 per report.

 

The current processing fee charged by City of Hollywood Building Division for re-certification of backflow assemblies will be eliminated and the re-certification process will now be tracked by BSI.
